Environmental monitoring and reporting system for EPA cluster rule 010094

Abstract

A system and method are provided for tracking and documenting environmental compliance in a pulp mill, related primarily to the bypassing of liquid hazardous pollutants from a capture and treatment system. The method and system provide continuous information regarding the input materials, the output products, and the operations of equipment in the pulping process.  The continuous information is provided to a central processor for determination of emission levels that exceed certain predetermined levels.  The method and system permit personnel to verify compliance with environmental regulations, verify the reliability of pollutant collection and treatment equipment and record the actions taken to correct an inappropriate emission or equipment failure.

Measuring the Heartbeat of Environmental Performance

   Under U.S. Patent 7,231,323 issued June 12, 2007, International Paper became the first U.S. Forest Products company to patent a complex automated environmental monitoring system.  With over 300 compliance modules in use at  23 International Paper and recently divested pulp and  paper mills, the system executes over 14,000 calculations and contains 70,000 data points consisting of process inputs, environmental compliance outputs or status messages.  Started in year 2000, the system was originally developed to ensure the data accuracy and consistency in calculation methodology across the company for the Environmental Protection Agency's Maximum Achievable Control Technology (MACT) regulations. Since that time, International Paper has invested over $4MM in system design and $20MM to implement the monitoring and ancillary systems across the 23 facilities. To complete and implement the monitoring systems for the complex MACT regulations, the project team drew on the expertise of over 100 environmental, computer, and process experts from the technical division and each affected manufacturing location.

In addition to the more typical "end-of-pipe" treatment monitoring required by previous regulations, the MACT regulations required in-depth monitoring of process parameters directly related to production. The system tracks environmental instrumentation, flow meters, unit production, treatment system efficiency, and mass emission calculations. During the system design phase emphasis was placed on the quality and transparency of the data, as well as the need for archival records and automatic report generation. The resulting system monitors the collection and treatment systems and automatically verifies and  records what was collected, delivered, and treated to meet or exceed the  regulatory requirements.

This transparency has resulted in increased credibility with state agencies and federal EPA. This credibility contributed to the acceptance of numerous proposals to EPA's Project Innovations superior environmental performance program, and participation in the EPA Project Track Environmental Superiority Program at many facilities. Our teams continually look for ways to leverage the monitoring system to improve daily operations and reduce emissions. Plans are underway to expand the system to automate the air and water monitoring requirements under EPA's Title V Permit program, and to leverage the monitoring for use in monitoring and reporting annual air and water emissions inventories. The benefit for our customers and internal users will be timely and accurate environmental emissions data. Our team is proud of transforming International Paper into the leading Forest Products company in environmental performance with the most thorough monitoring system in the industry.
